Why Circle Rates Matter for Every Property Transaction

Circle rates (also called collector's rates, government rates, or ready reckoner rates) are the minimum property values fixed by state governments for the purpose of calculating stamp duty and registration charges. If you buy a property at below-circle-rate value, stamp duty is still calculated at the circle rate — you cannot under-report the transaction value for tax savings.

How to Check Circle Rates in Delhi

Visit the Delhi government's revenue department website (revenue.delhi.gov.in) or the Stamp & Registration Department portal.

Select 'Circle Rates' or 'Collector Rates.' Choose your district, sub-zone, and property category (residential, commercial, plot). Delhi's circle rates are categorised from Zone A (highest — Lutyens Delhi, Shanti Niketan) to Zone H (lowest — outer areas).

Alternatively, circle rates are also available on the Delhi High Court's website for specific colony/locality queries.

How to Check Circle Rates in Gurgaon/Haryana

Visit the Haryana government's Stamp and Registration portal (jamabandi.nic.in or the dedicated revenue portal).

Navigate to 'Collector Rates.' Select Gurgaon district, tehsil, and village/sector. Gurgaon's collector rates are classified by sector, road type, and distance from highways.

The Gurgaon district collector's office also publishes annual rate notifications — these can be obtained from the Sub-Registrar's Office directly.

Circle Rate Impact on Home Loan

Banks use circle rates to determine the maximum permissible loan amount for registered properties — they will not lend more than the circle-rate-based valuation (after applying LTV). If your purchase price is higher than the circle rate, the difference must be funded through your own equity.

Example: Property circle rate ₹80 lakhs, purchase price ₹1 crore. Bank provides 80% of ₹80 lakhs = ₹64 lakhs. Buyer must fund ₹36 lakhs (₹64 lakhs – actual down payment = ₹20 lakhs + ₹16 lakhs gap).
